PHYSCIAL AND SOCIO-ECONOMIC FEATURES

2.0 HISTORY OF THE SALUR TOWN :

                   Salur town is a 3rd Grade Municipality constituted with effect from 3-10-1950.  Recently it is upgraded from 3rd Grade to 2nd Grade vide G.O.Ms. No. 208 MA dt. 18-5-2001. The area of the town   is 19.55 Sq.Kms.  There is an ancient Panchamukeswara Temple situated on the Eastern side of the town.  The river Vegavathi passes by the side of the town at a distance of 10 kms. on the  East of the town.

 

PHYSICAL FEATURES :

2.1.1  LOCATION OF THE TOWN :

  Salur town is located between at 18­­­0­­.31’ North latitude and 830.11’’ East longitude in Vizianagaram District and it is located at an elevation of 138.05 Mts. above sea-level. It is situated a distance of 55 Kms from Vizianagaram and 105 Kms. from Visakhapatnam.  The town is situated on NH-43 and it is gateway to Orrisa State.  It is a Tribal Agency. 

 

2.1.2.  AREA AND DEMOGRAPHY :         

          The area of the Municipality is 19.55 Sq.Kms. before its constitution. The town had a population of 48,362 as per 2001 census.  In 1991, the population of the town is 43,435.  The decadal growth rate of population during 1991-2001 is 10.18%.

          Assuming that the same growth rate continuing, the projected population for 2011and 2021 are 53, 198 and 58,517 respectively.  This town includes most of the surrounding village and the public are floating in the town.

 

TOPOGRAPHY :

  Salur town situated at 138.05 Mts. above the sea-level in Vizianagaram District.  The nature of soil is generally black-cotton soils.  The ground water table is about 12 Mts. below the ground level.

 

 

HYDROGELOGICAL CONDITIONS :

            The ground water is being tapped by means of bore-wells in the area, depth of which range from 60 to 80 ft. and the depth of water table varies between 10 and 12 mts. and the yield of the bore-wells  is between 4,000 to 10,000 and L.P.H.

 

2.1.5. CLIMATIC CONDITIONS :

  The climate of the town is general is characterized by high humidities almost all around the year, apperceive summer and the seasonal rainfall.  The summer season is from the middle of February to above the middle of June.  This is followed by the South-West Monsoon season which lasts up to the second week of October.  The period from middle October to the end of the November constitutes the post-monsoon (or) retreating Monsoon season. The period from December to middle February is the season of generally fine weather.  It has a moderate climate on account of its nearness to the sea.  May is the hottest month with the mean daily maximum temperature at 36o-2C.  The day temperature in May and June some times exceeds 40o-2C.  December is the coldest month with mean daily minimum temperature at 17o-3C.

 

2.1.5.1   RAINFALL :

 The normal rainfall according to Salur “Rain-gauge” Station is 1031.50 mm.  The average annual rain-fall is around 85.95 Cms.  The rainfall occurs mainly in the months from May to November.  The highest usually recorded in the month of August to September.

 

ECONOMIC  BASE OF THE TOWN:

       GENERAL :   Salur is an important commercial center in Vizianagaram District.

It is endowed with a hinter-land comprising  of over 25 villages around

the town  which primarily  depend  on   Salur   for   marketing     their

Agricultural inputs and fulfilling their consumer needs.  The main source

of irrigation are river and tanks (with anicut for supply of water for

Channels).  The town of Salur is one of the largest Mandal in the Vizianagaram District. River Vegavathi, Persagaram Tank are main source of the water for irrigation of paddy.  The remaining dry land yelds paddy, cotton, banana, sugarcane in the rainy season.  Forest by products, Tamarind, Addaleaves, Grooms Bamboos etc., are also one of the main resources of the town.   Industries such as Dall mills, oil mills, Rice mills, Floor mills etc., are within the limits of the town.

Of the other important commercial activities prevalent in Salur, Lorry Body Buildings is an important one.  A weekly market is held every Sunday.  There is also an agricultural market yard recently established in Salur- Dandigam Road for the improvement of Agricultural resources.  In view of the commercial importance, as  many as 6 branches of  the leading banks are operating here.The region is well served by good network of road communications.  The National Highway 43 also passes  through this town.  Automobile workshops, Lorry Body Building work shops and Engineering workshops are the other important units located in the town.

 

ROLL AND FUNCTIONS OF THE TOWN

          Salur is an historical town.  It is a Mandal head-quarter.  It is a trading Center, as much as many people are depending on the trades.  Many of the State Govt. Offices are located in the town.  The lorry transportation is one of the important activities in the town.  Salur town is one of the gateway for the agency area, goods emanating from agency area are being exported from this town through lorry transports.

2.4.    DEVELOPMENT PLAN:

GENERAL :

 Development plan for Salur is felt need of the hour.  The town as it

is today has developed without much attention to any systematic Urban Development Strategies (UDS).  UDS includes the system of planning,  development,   Construction  and  management of  urban  spaces  in  an appropriate   manner and as per he requirements and demand of society. It helps in achieving the above function and objective in time and within the existing and projected resources.

In the preparation of a Development for Salur Municipality constituted  in 1950 with an area of 19.55 Sq.Kms.  A long-terms planning with a perspective of 20-25 years is proposed.  It is based on availability of funds from the  State and Central Govt.  released from time to time and priority of public interest.  The Development plan is modified which will be reviewed after every 5 years.

         While the duration of Development/Master Plan is 25 years, the duration of land use planning  should not be more than 10 years in view of dynamic change in this society.

 

          An integrated approach in the development is proposed keeping in view the requirement of :

i)       Physical infrastructures which include water supply, sewerage,      storm  water drainage, power, telecommunication, scavenging and         garbage collection and disposal etc.

 

ii)      Social infrastructures namely education, health security, justice,     recreation, shelter etc.

 

iii)     Economic infrastructures i.e., employment centers in commercial

           and office complexes.

 

iv)     Circulation infrastructure i.e., Control of soil, water air and noise   pollution, sanitary disposal of solid wastes and protection of green areas should be considered.

 

ACHIEVEMENTS OF THE ABOVE REQUIREMENTS:

 

*        Will improve the quality of life by providing necessary          infrastructures to community.

 

*        Will stop and control unauthorized construction.

 

*        Will stop and control environmental pollution which are ultimate   goal of a Development plan.

 

          The Development plan shall take into account the peripheral development proposals with the linkage with other important centers in the region.  Through not in the true sense of the term, outline of a tentative Development plan with proposed land use pattern is given.  The proposed development  plan use taken in to account infrastructures for

 

Residential use

Commercial use

Industrial use

Public and Semi-Public

Public utilities

Transport and Communication

Recreational use

Water courses and

Roads

2.4.2. REQUIREMENT OF FUNDS :

 

          It may be mentioned that as prerequisite to preparation of development plan in the form of a Master Plan, situated analysis which includes preparation of base maps, existing land use pattern are a must.  The base map shall provide information of existing infrastructures and the Development/Master plan shall provide prospective plan for 25 years now including suggested modification in the base maps.  Preparation of base maps followed by the preparation of development plan need funds in lakhs.

 

          Preparation of the above documents needs the services of expert professional organization.  The Municipal authority is keen to take upto job of the preparation of detailed Development Plan/Master as soon as fund is available with them.

2.6     POPULATION PROJECTION :

 

2.6.1.GENRAL:

        The present population of the Municipality is 48362 souls.  It has been indicated that the growth rate of population during the 1981-1991 to 2001 are about 2.28% and 10.18% respectively.  The growth rate is last decades is below the Sate average.  If this is to be considered in future the population of the Salur Municipality in around 2020 would be 0.75 lakhs.  However, the growth of all urban population will not be in the same fashion since there are various changes in the social economic factors also.

 

2.6.2.PROJECTED POPULATON IN 2025 AD: Population charge can occur by birth, by emigration immigration.  There are several methods by which the population can be projected.

Decreasing Rate of Growth Method

Method of Density

 

          Of the above methods, the Demographic method of population projection which takes into account the facts like births, deaths emigration from, immigration to the city growth of the town area-wise for the projection of population is most suitable.  It is considered that 8.48% growth rate per annum is reasonable against the present growth rate of about 6.2% per annum.   It is expected that  once the  Master Plan/ Development Plan is ready to take off, more people will be attracted to the Municipal  area and growth rate of population is likely to increase.

 

          The estimate has prepared based on current schedule of rates and works out  to Rupees 144.00 lakhs for construction of 24 Nos of  Community Latrines.
